I think they're illegal pretty much everywhere. I'm not aware of any exceptions that would allow their use by anyone who's not driving an emergency response vehicle, but this is something that could vary from state to state. My personal opinion is that anyone who needs this sort of capability should be driving a vehicle with emergency lighting (red/blue strobes or the equivalent).
