If you were to put your hand, palm up, just above the top of your tire and now grab the fender and squeeze, that is the area that would be "rolled" or compressed. Here's a picture of a tool that is used to do it. Will probably make a lot more sense to you. I remember in high school kids used to just use a base ball bat on their mini-truck fender wells.
