Looks like discussion on this died down.. wondering if there are any souls out there hacking away at the in-motion limitation? I found a reference to it worded thusly :

But I'm sure anyone with a SH-4 disassembler and a hexeditor can figure it out how to remove the nag screen. I'll give you all a hint, 0x0900 is nop[b]

Since I'm not a computer guy, I have no clue what that means but maybe this is the rosetta stone we are looking for?
