You don't really "need" it, but you probably want it.
With 22" wheels, your stock brakes are going to look rather small and ugly. And, if the wheel is a very open design, the upgraded brakes can really look nice. It's true that the heavier 22" wheels are going to have a negative impact on your ride, handling, and stopping ability. But it depends on how you plan to drive this car as to whether you really need to upgrade the brakes.
The reason you lose a couple inches of lip on your new wheels is that the spokes are moved outward to provide more clearance for the fat 4-piston calipers. A very deep dish design is generally not big brake friendly. These SRT8 wheels were custom made to just barely clear the calipers, while allowing as much lip as posible.
