Yeah...with him acting outside of his assigned capacity he would be called before the man if he was ever ID'd for doing it. Based on his behavior, a .45 cal sanction would be in order.
If you had a license plate or some way to ID him you could pursue it...maybe even file a police complaint so it is on the record. Before you do that, remember that many in law enforcement see themselves on the "other side" and hang together...not to be paranoid, but there could be unforeseen consequences. Good luck!
