With both fans running on High, I can hear them going. Doing one final test the other night, I left the fan plug un-coupled and drove around without overheating. I tried to turn them on to cool the engine as I pulled into my neighborhood, and did not hear the fans.

Assuming that you DON'T do what I just explained, you should hear the fans running. If not, simply turn the switch off, and your stock fan control will re-engage.
