Is it the vent cover near the base of the windshield? The best way to tell is to gently push down on the dash (not the cover) near the passenger front of the dash by the windshield when it's rattling. If it stops, it's that bracket/plastic piece that attaches to the dash. Worth a shot anyway.

Yep, had my original TSB 'fix' halfway reversed last week to eliminate the annoying
right/side dash rattle which manifested itself post TSB 'fix' for the window clacking/popping noise problem. According to the Chrysler service tech, he reinstalled the screw which was initially removed previously, but just did not tighten it as tight as it had been during the vehicle manufacturing process. According to my wife who just returned from a 500 mile roundtrip excursion in the car...the original clacking/popping noise did not return and the annoying right/side dash rattle is now gone...hope this helps.
