I was recently in traffic school, in California, and asked the cop/teacher what is the lowest a car can be dropped. He said the cars fenders (or maybe rocker panel) cannot be lower than the bottom of the rim. That is damn low. So it is hard to get busted for a fix-it ticket. But he said low riders can get busted for impeding traffic because they are always slowing down too much, for railroad tracks, holes in roads, driveways, etc.
