I've hit the speed limiter multiple times and also driven about 10 laps at Willow Springs on my 22s. Is it dangerous? Yes and I still passed track tech inspection. It all depends upon the driver and knowing the changes that 22" wheels incur upon your handling characteristics. Braking distance is increased, as is brake wear.
I believe the 22"x9" thread has confused you. There are concerns with tire expansion on 22"x9" wheels that the tire could expand and hit the control arm bolt at high speeds.
22x9.5 on a 265/35/22 should be fine at any speed with the proper rated tire. You just have to keep in mind your braking distance. Adjust your driving technique accordingly and you will be fine.
