Well, I found that the foam is actually a cover over the bumper structure underneath, not a solid piece of foam as it appears. I think it is about an inch or so thick from what I recall. That said, I suspect you could "cut" into it by those screws and get it done. But if you want to replace those factory foglight bulbs you might as well pull the fascia. It literally only takes 10-15 minutes tops.
