Best wheel cleaner for the $$ that I've used is the green Ultimate Wheel Cleaner of Gary Kouba. You can check it out at Perfect Auto Finish. You can use a flexible bottle-type brush to get it in behind the rims... breaks up the dust crud and then you can rinse it all away.
