1) HAL will never give up on you, but he can't break the laws of physics. Tires can only generate so much force.

2) When continually cycling ESP from knocking someone sideways, it has the effect of slowing the car down as throttle is cut and various brakes are dragged. Even if you can't spin the perp out, I'd think you would be really slowing him down.
