Aspendog stated above that +15mm sits flush and +18mm sits inside. So I would assume that the higher the number, the more the wheel sits inside the fender? But you said +15mm sits inside and +18mm might need a fender roll, so according to your statement I would assume that the higher the number, the more the wheel sticks out of the fender (the opposite of what Aspendog says). Can someone pelase clarify for me? (sorry i dont know much about wheels!)

That is pretty much exactly how I want my wheels to sit, but the wheels I want only come in a 15mm offset. Will 1mm really make that much of a difference? Also, yours are 22x9 and mine will be 22x9.5, so what offset would I need in order to get the look you have?
