Well, first of all, it's on many of the Chrysler LLC '08s, that means Dodge Grand Caravan, Nitros, etc.
What I've found from some literature is:
"Tip Start: A feature that allows the driver to crank and start the engine by turning the key to the start position and then releasing it. The vehicle electronics will then take over the cranking and starting process to ensure that proper engine speed is attained, to release the starter motor at the appropriate time, and to prevent double starts."
So basically, there's no more direct electrical linkage from the ignition switch to the starter motor, aka "start by wire".
It's probably what all push button start systems use; the next step in improvement from just preventing the starter motor from turning if the engine is already running.
FYI, there is also a picture of the new remote that confirms the earlier posting of the key which looks like the Mercedes transponder keys on the Dodge Grand Caravan site.
