Question about tire balancing/wheel weights

I have a 2005 300C AWD with 3300 miles on it. The previous owner upgraded the wheels to the OEM 18" polished aluminum wheels. Currently, there are wheel weights on the outside of the rims. I wanted to have the wheels static balanced so that the weights would be on the inside. This would give a cleaner look and prevent marks from developing on the rims from the weights. The first shop I went to could only balance up to 17" rims. The second shop said they would do it for me, but the tires wouldn't be balanced as well. He said currently the tires are balanced top to bottom and left to right, but with a static balance, you only get one of the two (can't remember which).
I wanted to get options and opinions on this issue. I know that there is a powder that can be put inside the tires and the tires are rebalanced each time you drive, but I don't have any experience with that.
What do you guys think I should do?
