Yes, to access the fog lights, remove the splash panel underneath that's connected to the front cover and the inner fender wells. You first remove the cover that's under the oil pan...4 10mm bolts. Then remove the panel infront of it. Its attached to the front cover with several small bolts and a couple of push pins to the inner fender covers if memory serves me right.
