I have an HID conversion kit for both my lo's and fog's and all 4 ballasts make a slight whistle like noise. I believe this is some type of frequency just like a CRT computer monitor, but the thing that you gotta look out for is the placement of the ballast if you got HID fogs. I had to move mine cause it was interfering with the TPM sensors and cause a chime every ten minutes of so and telling me to check tire pressure.
