Well from my understanding of road tires, winter tires do a better job in colder weather as well, not only in snow, normal tires grip starts to drop once the temp drops below 7deg as they start to harden, whereas winter tires are a softer compound and don't harden. As aside I do a lot of driving across the snowy mountain ranges in the middle of the Island.
I may be in B.C. but our local ski resort holds the record for the deepest snow base in Canada
