My other Question; Is it more fuel efficient to Keep the car in gear going down a hill ( I am assuming the engine does not use fuel when your foot is off the gas pedal???) or putting it in Neutral ( and the car uses fuel to idol ) and gaining momentum that being in gear would gobble up?

This is for a Neon SRT4 I assume. Let the dealer do the typical system checks first, ie, be sure that the system is charged, no leaks, etc, etc. Also, the cycling of the compressor is controlled by the low pressure switch located by the firewall. You can unscrew it without draining the system, there is a valve behind it that won't let the freon leak out. If system checks out, then try changing that low pressure switch. All we can think of.

Q2. yes, idle speed will dump less fuel in your engine on a down hill instead of leaving it in gear. Mainly because your engine RPM will be lower.
