You're right Dave. It will all come down to consistency with enforcement.

The one area of focus is for those under 18. I hope our officers enforce the rules for them. They are already driven to distraction with MP3s, cell phones, speed, too much conversation, boy/girl friends, plus they are completely inexperienced drivers.
