You might want to check your browser settings to make sure that it's not a blocked site. Also trying deleting your temporary internet files and cookies. If that doesn't help, try turning off your firewall temporarily and make sure that Window Firewall is also turned off. An aftermarket firewall and Windows Firewall can sometimes confilict with each other. You can also trying sending a message to your ISP and ask them to investigate the error for you. I am definitely not an IT guy, but those are the first few things that come to mind.
