Could it even be the site blocking a range of certain IP addresses. There are a lot of on line classifieds that have been spammed with scammers from certain locations and they (the owners of the site) can have blocks of IP addresses blocked from accessing the site.
I would start with the simple things on your end first. Check your internet tools/options in IE and add the site as a trusted site in the security tab. If windows firewall is enabled, turn it off and load a good firewall like Zone Alarm on the machine.
