Not a clue as to why it left the factory that way. You are correct, we lower the bush mounting hole and raise the rack. As far as stressing any component becuase of the rack relocation, the tie rod end and joints in the rack coupling are not at all stressed by the change in height.
What you can't appreciate is the difference this makes. Everyone that drives an LX has bumpsteer issues, unless they have installed a Pedders EP2113.
