On the stainless that is not rust, the discoloration you see is caused from the welding of the materials. The first one is not a stainless tank but a chrome steel tank which will rust inside regardless. No matter how much watter accumulates in the tanks it will never cause them to blow. DOT stamped tanks are rated for usually 3x their operating psi as a burst psi. Most DOT stamped tanks are rated to 150 but people put much higher psi to them because their construction is certified and approved whereas these tanks that blew were made in China.
