My concern was not whether they are qualified mercenaries or not; but whether it is proper that they exist at all.

It is definitely not proper for such an organization to be involved in training CIVILIAN police recruits which is what they are proposing in my area. The job of the police is not the same as the job of the military; although the lines are becoming blurred more and more. I'm not anti-cop nor am I anti-military, but their jobs are completely separate and should be kept that way. And private military companies like Blackwater (and all the others in that link you posted) have no legitimate role. I do not want these "jackbooted thugs" in my town!
