you have to remember most all this drilling is OFFSHORE DRILLING its totally different than land driller. there are NO OFFSHORE RIGS avalible to be contracted right now. It takes 3-5 years to biuld a offshroe rig and even ones that are getting built now even have contracts on them.

no one has spoke of trillions to be found on what bush was talking about, dont pull numbers out of thin air

that link specifically states there is only a possibility for 18 billion barrels in the locations discussed in the banned locations. NOT TRILLIONS.
AND it also states that it would likely take over a decade to get that oil if found to the market.
