The only no seatbelt warning light I am aware of is for the driver, when not clicked, the light will flash and beep (depending on if the chime has been disabled). I'd like to see the picture of the light you are describing.

I took a closer look, it must be the passenger airbag off light, sorry for the mistake... it just looks like a no seatbelt warning light because you can seen a seatbelt
