Make sure you are not using the .bmp file format. Save it in another format, such as .jpeg. To make the picture smaller, MicroSoft Paint can do the job.
Open the picture with Paint > click on Image > Stretch/Skew and lower the Horizontal and Vertical percentages by the same amount. Save the file until it meets the size requirement.
