You might be able to get it to grab slightly more by scuffing in the parking brake shoes and/or removing rust from inside the drum. The technique is to drive about 10mph, then apply the parking brake partially. Drive no more than 100 feet like this, then release the parking brake. That should be enough to scuff things up inside the drum and/or remove any deposits from the parking brake shoes. See if it helps at all.

Keep in mind that this is not an "emergency" brake. Rather it's a parking assist device to help take some of the load off the PARK pawl pin. It would be more important if your car had a manual transmission.

Most parking brakes operate on the rear wheels, either via the use of a pair of drum brake shoes that clamp against a drum built into the rear rotor, or they use a ratcheting mechanism inside the rear brake calipers to clamp the rear disc. The 300C uses a drum mechanism.
My '86 Subaru locked up the front right and rear left tires. I had it towed and the tow truck driver dragged it leaving a 25 foot mark on the pavement before he figured it out.
