A soft microfibre cloth, lightly moistened with water only will take them off.

To help the chrome resist future water spots, coat with a paint sealer or quick detailer, then hand buff witha soft microfibere or 100% cotton cloth.

If just water doesn't work, try a wet cloth with a splash of vinegar.

What he said, I have well water and I get spots that have texture, I hope my new Mr. Clean PUR filter rinse will help.

You can use a mild chrome polish. I remember when I purchased my TIS wheels, they had tons of water stained marks all over the chrome. I used a all purpose wax (comes in a orange bottle) to remove all the marks. It removed all the marks within a few seconds.
