Sorry, My mistake.
just read the handbook and the two position fuse allows the dash (cig lighter) socket to be powered directly from the battery or ignition only.

default is ignition only.

that will be why mine doesn't work...only tried it with ign off.

Good news you got power, I read more like 8-9 volts with the dimmer on max. LED's are narrow beam, so you may need the halo type rings if you can find them. Let the fun begin

I will post a few tonight...they are more "white" than the light green. But, hey, I didn't have any before. I may try to find some scraps of window tint and mount them agains the halos...this would darken them.
