I saw it parked up outside a bar in Whitley Bay a couple of months ago, one sunny Sunday afternoon.
I don't know what it's based on but it sounded a bit '2 strokey' when it drove away.
Have to say I was quite impressed when I saw it, it definitely brings a smile to your face. Not sure about 9,000 quid tho'

It's something I've always said I'd like to try and build..
The odd dodgem appears on Ebay every now and then for a few hundred quid.
But like many things, I guess I'll never actually do them... (19 year old twins is pretty high on my list)
