Dent on fender lip, help!

I got 2 minor dents in my rear passenger side fender right above my wheel. I had a PDR tech look at it and he's not sure if he can fix it. He's not sure if he can just remove the wheel liner inside the wheel well and be able to go behind the dent or the other way is going fishing through the trunk and trying to get behind the dent that way. Im just wondering if anyone knows if theres any extra metal behind the fender lip if the wheel liner is removed? Its not serious enough to have the whole thing repainted but it is a eye sore so hopefully I can have it removed.
