Rolling fenders: What exactly happens? Got a few questions to those that have done it

First of all, this is the greatest site invented. I have saved more money on not doing things after seeing pictures or using others as references. I need some more help!

I was told I may need to roll my fenders for my new suspension I was going to get. Before I do that, can someone clue me in with more info on exactly what happens. Pictures would be nice as well. I noticed there is a black plastic piece in the wheel wells. What happens to that peice if you roll the fenders over? how do they do that without damaging car?

I also heard of someone cutting them instead of rolling them. Bad idea/good idea? What is the price for something like this?

I have 22 x 9 with 14mm offset so the wheels are close to lining up with the fender line. I have Pirelli PZERO tires as well (265/35/22).
