Strange Noise Under Dash

We have a strange noise coming from under the dash. It sounds like a spring popping, happens when you have the brake pedal pressed, and it does it a lot. I figure it's probably a return spring of some sort - but I'm not small enough and limber enough to get under the dash and look - so I figured I'd ask here. Anyone know what it is for sure and how hard it is to get to? I hate to take the car to the dealer if it's something simple to fix......

Maybe not related at all, but make sure the panel under the steering wheel isn't loose. I accidentally loosened this panel and there was all sorts of rattling/metal noises when driving.
