hard steering wheel

my steering wheel dosen't turn as well as other cars...it's not really smooth like if the power steering pump didn't work well. there is no leak, there is plenty of power steering liquid in the reservoir...i noticed on some invoices that were left in the car by the last owner that he made changed an oil seal in the direction column cause he had the same problem, but didn't seem to change anything...i have 22's but it did the same thing with the factory 18", anyone got an idea??
