10 mm? ok did you ever had your bumper removed? cause the bolt holding the bumper are 10mm and its easy to drop your wrench when you try to access the bolts. Since you have to bent the plastic inside the fender to access the bolt, the space to fit your hand is very limited so the guy probably droped his wrench and couldnt access it unless he removed everything again.

One of the downsides to a bellypan like the LX's have... nothing goes right to the ground when you drop it!!!! I bet if that happened at a dealership, he saved you an hours rate on labor by leaving it in there instead of putting the car on the lift to get it out!
