Hi Steve,
if you want to come over to Bahrain well i'm sure you'll get people form all over.. Oman, Qatar, UAE, Saudi, Bahrain and Kuwait!

2 places come to mind if you want a dyno,

1. Bahrain dyno, tel: 00973 36667616, name of owner: Tawfeeq
the guy is a chevylover but i'm sure he can accomodate us mopar guys . he has a 2wd dynojet

2. MME (motor sports middleeast): they have a Chassis dyno (it attaches to the wheel hubs).
tel: 00973 17737828, name: Aron (iirc)

Accomodation should not be a problem, if you dont want to spend on hotel rooms, clean furnished appartments are about 95USD per day. they are usually 2 bed rooms per appartment.

Getting parts over here is a real pain in the a**. What all are you going to need for tuning? I'm assuming we will need an extra pcm? Can I have you bring parts with you? What are the chances of getting a supercharger setup, CAI, for the Jeep SRT8 ?
