Temp. Gauge is Off?

Is it normal for the outside temp. gauge to not read the right temperature for a few hours? Probably not right? If I take my car out of the garage and it's colder outside the gauge will go down quickly, but if it's warmer outside it'll take a couple hours for it to adjust? Does anyone else have this problem?
