No crank No start

So yesterday I want to leave work for lunch and the car wont start, just click-click-click. Try to jump from under the hood, nothing.... in the trunk.... still nothing. I replace the batteries and vroom starts right up. the part that gets me, is I just check the two yellow tops I pulled out and they both have charge of like 12 and 13 volts. when I checked them yesterday through the EVIC it said they were under 10
