Transmission Hesitation

Anyone have a problem with the transmission hesitating at low speed, around 20-40mph. My car seems like it wants to shift but it doesnt and you can feel it pulsate so I just have to mash the gas to get it to shift.

Anyone with the base transmission have any input?
