When do the fans kick in?

I'm just wondering at what temp dothe fans kick in. I was in stop and go traffic this morning and noticed that the temp was increasing quite a bit over the normal temp. After I got to work I parked the car while it was running and the fans were not running as the temp approached 220. I turned on the a/c and they did turn on. So I'm wondering if this is normal or should the fans have cut on before the temp starts to approach 220?

The high speed fan is supposed to come on only above 215 and that's only for 3-4 minutes.
