You can check the level on the side of the reservoir. Here's the problem though. The fans don't kick in until above 200 degrees, so there's no way to keep the temp down without fans if you're going slow or idle. The stock tstat is 203 so obviously the fans would not kick in below 203. Check my signature and you should see links to the fan mod I did. It doesn't take long and it'll give you a switch to turn them on as you please.

It does sound like you need the fan mod to go along with the T-stat. That seems to be what most do with that particular mod. I’m not sure why you would be getting horrible gas mileage from this mod. Here are some threads about the “easter egg” functions in our Evic in case you didn’t know them.
