Guys and Womenfolk.. What is the Best (Value X Price) lowering kit on the market for the 300C RWD. i really dont want to spend more than 1200$

Well, for 1360, you can order KW V.2 from HHP if there sale is still valid. Contact Josh. I'm sure he will work with you.
KW V1's and V2's on sale

Eibach has a variety of lower spring and coilovers that would be more in your price range, though.

1000 mcchicken sandwiches between you and who ever rides shotgun the most. That should get the car to squat down a little more.

Obviously, kwv2 if you can swing it. The version 2 gives you dampening adjustment, while the version 1 does not. You can also go for eibach or suspension techniques coilovers if you don't care about damper adjustability.
