Just depends on the width and offset of the wheel. But many people do it just to be safe.
My rears are 10.5". I haven't rolled the fender yet and I've rubbed the fender liner but not the fender yet, knock on wood. Looks like my wheels barely miss the actual fender. I know i should roll them but haven't found a local shop that does it and i don't want to pay $250 for a one time use of the tool.
How far does the wheel stick out if at all?
What's the width and offset of the rim?
