problem with TIS03 and pirelli scorpion zero

i have the 22"x9.5 tis 03 and pirelli scorpion zero 265/35/22 and +18mm offset, the problem is when i go faster than 120 or 130 km/h and hit the brakes even if i hit it slow i hear a sound like the tire is scratching somthing in there and its very loud and after a while i began seing a scratch around the whole tire?!

and i dont see this on the other side???!!!

please can some one tell me what to do

Is it rubbing inside the fender? Maybe the nose is dropping.
