ARE THE TIS 02's REALLY 3 piece wheels?

i like the 02's but with all the bolts on them...are they the real deal , or is that just for looks.... ive always known lexani and giovanna to be the top brand names for wheels, ive never really heard of these wheels, and have always classified american racing wheels as "kinda cheaper" wheels you can buy at sears... but i like the wheels and am contemplating buying them.... how good are they?
