Yes they are much cheaper, I have the factory full polished that I buffed myself on my own buffing wheel, very close to chrome but not quite there. But they aren't chrome and if you have to have that final touch then the price doesn't matter sometimes.
bought a set of lugs from wal mart that were longer so i could put my snows on (aftermarket wheel). they are chrome, and you do have to be careful because they do peel. under $10 per wheel, in vancouver.
