Considering that you seem to really want to have the rivets stick out with their original chrome appearance, you're going to have to go with the first option. The fake rivets aren't chromed, it's more just a coating/plastic of sorts, so it would be pretty difficult to get them back to their original state.
Looking at the cost savings, I'd say screw the chrome rivets and go for the powdercoated ones. Just my opinion though.
