SRT wheels and paint... Any Suggestions?

Hello, I was thinking about a mod that will be fairly inexpenzive and if I mess it up I can always have it fixed. OR I can do a good job and all will be good to go.

I have a SRTC and I was thinking that I want to leave the face of the wheels as it (polished look) and paint the inside and sides of the spokes dark grey.

I have not picked a color but that part will not be hard.

Any way how hard will it be? What will need to be done? How long would it take the paint to sit before it would be ok to drive on it? Keep in mind I am in AZ and its HOT, with little humidity.

And do I need to sand, and prime first? Will th epaint stick? Or come off?

Remember I am triyng to do this on a budget, my guy would charge like 500 or more I am assuming more.
